Blocs And Coalitions

Composition

Every group of representatives whose number is not less than (10%) of the House Members shall have the right to form a parliamentary bloc. Two or more blocs shall have the right to form a parliamentary coalition. Every parliamentary bloc or coalition shall establish the by-laws therefor to organize its work to be deposited at the Secretariat General within thirty from the start of the ordinary session. The bloc shall elect a chairperson, a vice-chairperson and a rapporteur therefor and spokesperson in its name. The bloc formed pursuant to the provisions of these By-Laws shall advise the speaker of its composition, name, the names of its members, chairperson, vice-chairperson, rapporteur and spokesperson, and the by-laws thereof.


Membership

The Representatives shall not have the right to join more than one bloc, and shall not have the right to move from one bloc to another except after the end of the ordinary session. The member resigned from the block or terminated therefrom shall lose his right to the post he undertakes as a representative of the bloc, and the bloc shall have the right to substitute him by another from among its members. The resignation or termination of a member from the bloc shall not have an impact on the bloc losing its quota provided for in Article 25 hereof up to the end of the ordinary session unless the bloc loses more than one half of its members, in which case it shall be regarded as non-existent.

The chairperson of the bloc or coalition shall coordinate with the House Speaker as regards the political and parliamentary affairs approved by the block, and any other matters that may develop the parliamentary work.
