Committees

The By-laws of the parliament shows the types of committees, their tasks and how to form them, the  Parliamentary committees are divided into:

First: the permanent committees

The House shall -at the beginning of the ordinary session- elect the members of the following committees:

  • The Legal Committee.
  • The Financial Committee.
  • The Economy and Investment Committee.
  • The Foreign Affairs Committee.
  • The Administrative Committee.
  • The Education and Youth Committee.
  • The National Guidance, Media and Culture Committee.
  • The Health and Environment Committee.
  • The Agriculture, Water and The Badia.
  • The Labor, Social Development and Population Committee.
  • The Energy and Mineral Wealth Committee.
  • Tourism and Antiquities and Public Services Committee.
  • The Public Freedoms and Human Rights Committee.
  • The Palestine Committee.
  • The Woman and Family Affairs Committee.

1- The Legal Committee shall be entrusted with the following Functions:

  • Study laws and motions for laws related to the constitution and general election; civil, criminal, and juristic legislations; courts judicial organization; judicial agreements; laws for procedure, civil status, naturalization, appropriation, tenancy, defense, general amnesty, drugs, psychological influencing materials, traffic, and unions, the similar legislations; any laws that do not fall within the jurisprudence of another committee; and any matters referred thereto by the Speaker or the House.
  • Study the By-Laws of the House and the proposals for the amendments thereof.
  • Study the issues related to the immunity of Representatives.
  • Assist the other Committees of The House in the drafting of legislative texts.
  • Supervise the implementation of the Code of Conduct and studying any proposals regarding it .
  •    Consider complaints from MPs against any party.
  • Consider any violation of the code of conduct.
  • Consider any behavior that harms the reputation of the council, its prestige, and its members, whether it is under the dome or outside it.
  • Study matters related to financial and administrative corruption in public official institutions and public institutions and monitor anti-corruption measures.

 

2- The financial committee shall be entrusted with the following functions:

  • Study the general budget law; and the governmental units budget s law; oversight of their implementation and any proposals related thereto.
  • Study the final accounts of ministries and governmental departments, corporations and units, and submit recommendations in their regard to the House.
  • Study the reports of the state audit department and express recommendations in that regard.
  • Study the financial laws related to the increase of revenues or expenditures or the decrease thereof.
  • Study the general indebtedness of the state and submit the necessary proposals in its regard.
  • Study the budget of the Greater Amman Municipality and the budgets of the first category municipalities.

3- The Economy and Investment Committee shall be entrusted with the following functions:

  • Study the economic, financial, tax and investment policies.
  • Study the laws of supply, trade, industry, companies, banks, insurance, currency, exchange, investment, tax, and the like.
  • Protection of consumer and study the situation of supply and markets.
  • study economical indicatives, ratios of growth, inflation and deflation.

4- The foreign Affairs Committee shall be entrusted with the following functions:

  • Consider all the issues related to foreign policy.
  • Study the treaties and agreements dealing with foreign policy.
  • Organize relations with the other parliaments and parliamentary unions and assemblies.
  • Prepare the drafts of political communiques issued by the House.

5-    The Administrative Committee shall be entrusted with the following functions:

  • Study the laws, matters and proposals related to public administration, local administration and municipalities.
  • Study the laws, reports and matters related to public servants, the bases of appointment, service termination, retirement and compensation.

6- The Education and Youth Committee shall be entrusted with the following functions:

Study the laws, matters and proposals related to education, higher education, scientific research, youth, sports, unions, committees, youth clubs and centers and the like.

7- The National Guidance, Media and Culture Committee shall be entrusted with the following functions:

Study the laws, matters, and proposals related to the media, press, publication, journalism, preaching, guidance and awqaf and culture.

8- The Health and Environment Committee shall be entrusted with the following functions:

Study the laws, matters and proposals related to public health, health services, health insurance and environment affairs.

9- The Agriculture, Water and The Badia Committee shall be entrusted with the following functions:

  • Study the laws, matters and proposals related to irrigated and unirrigated agriculture, agricultural lands and their protection against desertification; animal wealth; water and its uses; dams; sewage; reconstruction and development of the Badia and the development of its services.
  • Study agricultural marketing polices and protection of farms.

10- The Labor, Social Development and Population Committee shall be entrusted with the following functions:

  • Study the laws, matters and proposals related to Labor and workers affairs, vocational training, social insurances, unions and charity societies, social development affairs, and the national funds engaged in the field of national assistance, development, work and the like.
  • Study the laws and matters related to population, development, population opportunity, general statistics and the like.
  • Study and review the polices for organizing the labor market and the procurement of foreign labor forces.

11- Labor and workers affairs shall be entrusted with the following functions:

  • Study the laws, matters and proposals related to electricity, petroleum, gas, renewable and alternative energy sources, mineral wealth and the agreements related thereto.
  • Study and monitor the pricing policies of oil derivatives and other energy sources.

12-  Tourism and Antiquities and Public Services Committee shall be entrusted with the following functions:

  • Study the laws, matters and proposals related to public works, transportation, road traffic, post, communications, tourism and antiquities and the like.
  • Study and review the public transportation sector polices and means of its development.

13- The Public Freedoms and Human Rights Committee shall be entrusted with the following functions:

  • Study the laws, matters and proposals related to rights and public freedoms secured by the constitutions and the law.
  • Monitor the reform, rehabilitation and temporary detention centers, the social care centers, and the like.
  • Consider the complaints and grievances related to the human rights and public freedoms.

14- The Palestine Committee shall be entrusted with the following functions:

  • Consider the political developments related to Palestine and make recommendations to the House for taking the necessary attitudes in their regard.
  • Pay interest to the statue and standing of Jerusalem and the Islamic and Christian holy shrines in Palestine.
  • Follow up and handle the situation of the Palestinian refugees and displaced persons in the aim of their return to their homeland.
  • Follow up the affairs of the Palestinian exiled and expelled to Jordan.
  • Pay interest to the bolstering of the brotherly relations between Jordan and Palestine and the strengthening of the relations in the political, cultural, social, educational and economical fields.

15-  The Woman and Family Affairs Committee  shall be entrusted with the following functions:

  • Study the laws, matters related to woman, family and child affairs; and follow up the polices, plans, and programs necessary to enable the woman socially, culturally, economically and politically.
  • Follow up the motherhood, childhood, and care programs.

Mechanism for the work of the permanent committees:

According to the text of the Article 54 of the Council's By-Law:

  • The standing committee shall consist of eleven members in maximum and five members in minimum; The formation of the committees shall be agreed upon as decided by the executive bureau on the basis of the proportional representation of the blocs
  • If agreement is not reached on the formation of the committee pursuant to the provisions of Paragraph (A) of this Article within a period not exceeding fourteen days from the start of each regular session, their     members shall be elected by secret ballot if the number of candidates exceeds the prescribed number.
  • The member shall not be a member of more than two permanent committees.

It shall not allowed to combine between the membership of committees and the membership of the standing bureau.

  • If the committee loses the minimum number of its members set out in paragraph (a) of this article, the committee is considered dissolved and re-formed according to the provisions of this article.

The House may form a temporary committees it contends a dire need for the formation thereof, and the House shall specify their functions, assignments and the number of their members. The term of any of them shall terminate with the termination of the function entrusted thereto.

Each of the standing and temporary committees may select from amongst its member a sub-committee to study specific issues. The sub-committee shall submit a report on the outcome of its work to its original committee.

Two or more committees may met as a joint committee to study any specific law or matter pursuant to a decision by the House.

The joint committee shall elect a chairperson and a rapporteurs therefor from among its two chairpersons and rapporteurs.


 Mechanism of election of  committee Chairperson and rapporteur:

The House speaker shall call every committee at the beginning of every ordinary session to meet to elect-from amongst its members a chairperson and rapporteur.

The winner of the position of chairperson of the committee shall be whoever obtain the highest votes of the attended MPs. In the case of a tie-vote between two or more candidates, lot-casting shall be done among them. this shall apply to the election of the rapporteur.


Committee chairperson and rapporteur functions:

The committee chairperson shall organize its work, specify its meetings and defend its decisions in the House. The rapporteur  shall assume tasks in case of his/her absence, shall make the committee reports on the issues deposited therewith, and shall undertake the explanation and defense of such reports at their discussion in the House.


Committees meetings

The committee shall met at the invitation of its chairperson or rapporteur in case of the absence of the chairperson, or upon a request by the House Speaker. The committee shall as well meet upon a request submitted to the House Speaker by at least one third of its members when its convening is impossible.

The meetings of the committee shall be deemed legal with the attendance of the absolute majority of its members provided that the chairperson or the rapporteur is amongst them; and shall be considered continuous for the purposes of quorum.

The secretary of the committee shall inform its members about the meeting date and shall attach a copy of drafts, proposals and other items listed on the agenda at least one day before the set date.


Attending committee meetings and absences                    

The attendance of the meetings of the committees shall be restricted to the House members, the secretary of each committee and experts they summon.

The committee shall hold its meetings inside the council unless it is necessary to hold it in another place, provided coordination with the permanent office is made.

He/she shall be deemed as virtually resigned the committee member who is absent from the attendance of three consecutive meetings or more than ten sporadic meetings without an excuse accepted by the committee. The chairperson of the committee shall notify the executive bureau thereof.

The minister may bring along with him/her deputize a senior officer of his ministry, unless the committee contends the presence of the minister him/herself.

Each of the relevant minister and the motion sponsor shall have the right to attend the committee meetings if he so requests. It shall notify him of the date of the meeting for the discussion of the issue related to him. Each of them shall have the right to take part in the discussion. Should there be numerous motion sponsors, they may deputize one of them to attend the meetings.

The committee may ask the minister or any relevant official to provide it with the documents, instruments, and information it requests and related to the subject of discussion. Should the minister or relevant official refrain from attending or providing it with the requested information, or be absent without an excuse; the committee shall refer the matter to the House Speaker for presentation to the House in the first following sitting and to be given priority to the other business.


Committees deliberations

The committee shall study the matters and issues referred thereto pursuant to the oldness of the dates of their referral, with the exception of the urgent law drafts and the matters and issues to which the House or the committee decides to give priority.

Should the House or the Executive Bureau contend that an issue has been delayed in a committee, it may set a specified time for the completion thereof.


Voting on the committee resolutions

The decisions of the committees shall be taken by the majority of the attended members. In the case of a tie vote, preponderance shall be given to the side with which the chairperson of the sitting vote.


Committees reports

The committee chairperson shall submit to the House Speaker a detailed report about every subject the study of which the committee finalized and decided to present to the house. The House Speaker shall list the committee reports on the agenda of the house pursuant to the sequence of their arrival giving priority to the urgent drafts.

Recording the minutes of the committees meetings

For each of the committee meetings detailed minutes shall be made containing the names of the members who attended the meeting or were absent therefrom; its debates, and the decisions taken therein. The minutes shall be signed by the sitting Chairperson, its Rapporteur and its Secretary.


Temporary committees

The House may form a temporary committees it contends a dire need for the formation thereof, the House shall specify their functions, assignments and the number of their members. The term of any of them shall terminate with the termination of the function entrusted thereto.


Committee of response to the Speech from The Throne

The House elects a committee from its members to draft a formula to respond to the Speech from the Throne, and after it is approved by the House, the members of the House accompany the President to raise the response to The King, within fourteen days of delivering the Speech of the Throne.
