Parliamentary Diplomacy

Parliaments have witnessed a remarkable contributions during the recent decades with regard to the international affairs as a result of increasing the mutual interests between nations and peoples in different human fields in which they play a great and effective role in recent diplomacy whether through the international parliamentary conferences and meetings or through the international and regional parliamentary unions and the parliamentary diplomacy has become one of the predominant aspects of diplomacy currently as a result of the development that parliamentary action has witnessed in external political field in which their role became obvious in political behaviors for developed countries on the democratic level.  

The International Union (IPU)

The International Union (IPU) has been established based on an initiative made by two famous peace-loving parliamentarians who are Mr. William Randall (UK) and Mr. Frederic Passy (France). The IPU is considered as the oldest multilateral political organization including representatives of national parliaments and regional parliamentary assemblies.

According to the IPU system and regulations which stipulate that every parliament has to establish Parliamentary Member to be affiliated to the IPU and Arab Parliamentary Union, and since of variation of formation from parliament to another, and pursuant to the House Of Representatives and House Of Senates’ By-laws, all the members of two chambers are considered as members of the Parliamentary Member headed by the Speaker of the House Of Representatives provided that an executive committee has to be formed in order to undertake the missions and following-up activities and actions related to the IPU, Arab Parliamentary Union and other parliamentary assemblies and commissions and on behalf of the whole House.

The members of the executive committee are the members of the standing bureau, and the heads of the standing committees headed by the Speaker Of The House provided that the committee has to elect a rapporteur.

The committee is undertaking the addressing of all matters that related to the competent parliamentary union or the competent parliamentary assemblies and commissions, then the committee attributes to the House whatever decisions and procedures that deem as appropriate.


Arab Parliamentary Union

The Arab Parliamentary Union is composed of Parliamentary Members that represent Legislative Assemblies of the states members in Arab States League in which it is undertaking the issues and cases brought before it within the scope of the goals of Arab Parliamentary Union. And after that, it issues the necessary resolutions, decisions and recommendations.


The Parliamentary Assembly Of The Union For The Mediterranean (PAM)

The PAM (which was under the name of Euro-Mediterranean Parliamentary Assembly) was established due to the decision of the ministerial conference of the Euro-Mediterranean Partnership in Naples in 2003to exchange views in the Euro-Mediterranean political, economic and social issues or cases.

The assembly aims at setting up peace and stability region based on the international law and respecting human rights and democracy and establishing free trade zone between Europe Union (EU) and Mediterranean Partner Countries, in addition to enhance understanding, cultures and development of Mediterranean Partnership.

The Assembly (PAM) is composed of parliamentarians who represent the EU states parliaments in addition to the parliaments of Mediterranean Partners (one of them Jordan) and The European Parliament which includes 280 members.


Parliamentary Assembly Of The Council Of Europe

The Parliamentary Assembly Of The Council Of Europe is an international organization that composed of (47) European States established in 1949, and represents political powers (majority and opposition) in the member states. Besides, this assembly undertakes the issues of human rights, democracy, minorities protection and rule of law.

A delegation of the Assembly visited Jordan and met His Majesty The king in 2013 and expressed its wish that Jordan applies and obtain the status of partner for democracy in the Assembly . And the Jordan’s Parliament (Two Chambers) has applied formally to obtain the status of partner for democracy in the Assembly on 25/7/2013 and in 2016 The Parliamentary Assembly Of The Council Of Europe agreed to accept Jordan’s Parliament as a partner for democracy.


Brotherhood Committees and Friendship Associations

In order to strengthen the parliamentary relations and activating the role of parliamentary diplomacy, The Jordan’s House Of Representatives was keen to establish friendship associations and brotherhood committees with other world states parliaments to be on a constant contact with them through meetings that include members of these associations and committees of various countries that linked with bonds of brotherhood and friendship.

In this field , The Jordan’s House Of Representatives is very active through the visits of these parliamentary associations and committees to many of world states which had a great impact on the parliamentary diplomacy in explaining the Jordanian position on many various issues in addition to exchange the point of views with other parliamentarians of other states, moreover, The Jordan’s House Of Representatives has been receiving many parliamentary visits from brotherly and friendly countries.

Establishing this type of committees and associations and activating their roles have a great impact on strengthening the relationships between Jordan’s Parliament and other world parliaments which, as a result, is reflected positively on the political relations between the government of The Hashemite Kingdom Of Jordan and the governments of those states through convergence the point of views, unification the situations and access to the recent developments in those countries  and explaining the Jordan’s Parliament position on all issues raised.
